Government teamed up with New York City DA’s office to combat the only thing standing between many rapists and justice which is a lack of money.
They’re hundreds of thousnds of untested rape kits around the country and the joint effort will provide $79 million to investigators in 27 states to test the evidence kits, according to FCN.
State leaders are working very hard to test untested rape kits. There still is no system to track cases through the process from collection, to testing, to arrest, to conviction.
“When we solve these cases, we get rapists off the streets,” said Vice President Joe Biden, who announced the move at a press conference at the NYC medical examiner’s office yesterday. The grants “to reduce the national rape kit backlog will bring that sense of closure and safety to victims while improving community safety.”
During the announcement Attorney General Loretta Lynch was present and she founded the Joyful Heart Foundation to tackle the backlog, according to FCN.
“To me, the [rape kit] backlog is one of the clearest and most shocking demonstrations of how we regard these crimes in this country,” said Lynch. “Testing rape kits sends a crucial and fundamental message that what happened to you matters, your case matters.”
Defense Attorney Janet Johnson states:
“The State Attorney with every case that comes into their office, particularly with felony cases, has to go through an analysis to say, ‘There was probable cause to make an arrest, but do we think we can prove this beyond a reasonable doubt? Do we have a victim who is on board? Do we have proof beyond the tangible evidence?'”
